“Government to Offer New Oil Exploration
Working Areas”

The
government is to put out to tender ten new oil & gas exploration working
areas this year as well as ten working areas that were on offer last year plus
seven working areas that will be offered through a direct offer system..Iin
Arifin Takhyan, Director General for Oil & Gas, said the tender would be
opened in October. The ten new working area are offshore areas, including
Natuna Sea, Makassar Straits, and Arafura offshore. Iin went on to explain, the
10 working areas offered last year are Lhokseumawe (Aceh), Ujung Kulon (West
Java), Northeast Madura III, Northeast Madura IV, Northeast Madura V, Rote I
and II (East Nusa Tenggara), Babar offshore (Maluku), Selaru (Maluku), and
Manokwari (Papua).
Meanwhile,
the seven areas that to be offered directly are in North Sumatra, South
Sumatra, Bengkulu, East Java, East Kalimantan, and Papua.
Iin said that there were seven companies that had already filed proposal to operate in these seven working areas. “We will open tenders, but if no bidders are interested [in these project], then the concessions will be granted to the companies that have already filed proposal,” he said. According to Iin, the government will allow potential investors to first carry out research. If the research shows there are oil or gas reserves in the area, then the investor can file a proposal and make an offer.However, the government would not appoint the company as the operator of the area without offering it to other investors. “A company that carries out research will have to compete for the area, and the government will decide the winner,” he added.
