TONY INDONESIAEASTLEY:
Fifteen months ago Australia suffered its worst oil spill and those most badly
affected still haven't received any compensation.
The oil rig owned and operated by an Australian based company leaked uncontrollably for 74 days in the Montara oil field off Western Australia.
The spill destroyed fish stocks and seaweed farms in nearby West Timor.
But fishing families in West Timor who were hoping for compensation say they're fast giving up hope. And as Kerri Ritchie reports as time drags on fishermen are turning to illegal ways of making a living.

KERRI RITCHIE:
West Timorese man Ferdi Tanoni is fed up with the Indonesian and Australian
governments. He says they've done nothing as his people have suffered.
The fish still haven't come back after the oil spill according to the Kupang based businessman. There are no jobs and in villages along the coast families are starving.
FERDI TANONI: Heartbreaking and they said what we can do is we can only pray for you that one day that both governments will listen to you.
KERRI RITCHIE: Last year's oil rig explosion cost its Perth based owner-operators PTTEP Australasia $320 million.
The
Indonesian government estimates oil spread for more than 50,000 square
kilometres. It's lodged a compensation claim for more than $2 billion.
Ferdi Tanoni says it's not nearly enough and he believes the Indonesia government is now panicking because it didn't collect enough evidence to prove how much damage was caused by the spill.

FERDI TANONI:
We are asking them to fund research in three major areas - the impact of
health, economic and also the effect on the environment.
KERRI RITCHIE: But Masnellyarti Hilman, the head of the Indonesian government's team fighting for compensation, believes they have a strong case.
MASNELLYARTI HILMAN: We already have satellite images. But we already do that all things and I think it's enough for us to make the assessment for the accident.

KERRI RITCHIE: Masnellyarti Hilman says she is worried about the growing number of fisherman who lost their jobs due to the spill and are turning to people smuggling to make money.
MASNELLYARTI
HILMAN: We try to give another livelihood for them, not smuggling. But if we
cannot give them the compensation it's difficult for them to find another
livelihood.
KERRI
RITCHIE: A spokeswoman for the Australian Government says while they take
Indonesia's concerns about the oil spill seriously this is a matter entirely
for Indonesia.
PTTEP Australasia is aiming to get its Montara oilfield up and running again by the middle of next year.
Ferdi Tanoni
says it'll be back to business for the rig's operators and the fisherman of
West Timor will be forgotten.
TONY EASTLEY:
